SUMMARY
Under general supervision of the Administrative Director, Facilities Planning, Development and Real Estate Management, manages the capital and operating planning efforts for Brown University Health properties in contributory roles to the conceptualization, project approval and implementation. Work includes research and data collection, management, analysis and reporting for Brown University Health in matters related to properties owned or leased by Brown University Health affiliates and oversees/participates in day-to-day problem solving.

RESPONSIBILITIES
Manages the on and off campus facilities design and construction workload by assessing, scheduling and monitoring the progress of committed planning and implementation projects based on priorities, working with department directors, architects, project managers, consultants and customers to adjust deadlines, assignments and customer commitments as necessary. Holds bi-weekly capital budget meetings and presents the status and associated updates for all system-wide projects.
Manages the capital project work order system to track all system wide construction projects overseen by the Brown University Health Facilities Planning, Development & Real Estate team.
Provides specific capital budget project reports for the Brown University Health CFO and reconciles system/department differences.
Provides monthly & quarterly reports to the Finance Department with respect to projects to capitalize, asbestos abatement services & amounts paid on all active construction projects overseen by the Brown University Health Facilities Planning, Development & Real Estate team.
Analyzes year end construction status reports and recommends carryover monies to the Brown University Health CFO.
Manages the development, submission, and compliance of the annual operating and capital budgets.
Creates budget estimates and compiles data into annual budget documents for over 260 independent budgets.
Analyzes budget to actuals and prepares regular budget status reports.
Provides finance and external departments with annual budget costs for inter and intracompany rent transfers.
Prepares and explains monthly revenue and expenditure variance reports for director and senior management.
Manages and participates in the researching, collecting and assembling of various internal and external data.
Participates in departmental and organizational teams involved in the development of facilities development projects, strategic plans, CoN’s, feasibility studies, financial analyses and other studies and reports intended for Senior and other Managers, physicians, other departments and affiliates, clinical leadership, Board members and outside agencies, by analyzing, summarizing and presenting findings, through use of:
- Graphical Displays

- Planning Documents

- Program utilization models
- Financial statements
Provides technical advice and guidance in the training of new staff, outside consultants and contractors.
Keeps technical skills up to date and remains current on planning and health care industry trends, changes, legislation and regulation.
Performs other duties as required, including but not limited to participation in councils, quality improvement teams and other such committees.
MINIMUM QUALIFICATIONS
BASIC KNOWLEDGE
- Bachelor's degree and/or equivalent background experience in Business or Healthcare Administration with a concentration in accounting, finance or healthcare administration.
- Knowledge of database development, management, analysis, and reporting; hospital and health care industry data sources; internet and internet research; statistical techniques; and planning and marketing principles with an understanding of financial planning/health care financial issues.
- Demonstrated expertise in microcomputers and software in a networked environment including database, spreadsheets, word processing, and graphics.
- Advance knowledge of Access preferred.
EXPERIENCE
- Five years progressively more responsible, related experience in a healthcare environment with demonstrated experience in database development and management; data analysis/reporting; management of multiple assignments and timeframes; and supervision of staff.
- Demonstrated oral and written communication skills required.
WORKING CONDITIONS AND PHYSICAL REQUIREMENTS
- Continuous standing and walking, occasional lifting, climbing and pushing.
- Occasional exposure to adverse elements such as inclement weather or contaminated areas when supervising employees and inspecting areas.
INDEPENDENT ACTION
Performs independently within the department’s policies and procedures. Refers specific complex problems to the Director when clarification of the departmental policies and procedures are required.
SUPERVISORY RESPONSIBILITY
Supervisory responsibilities for up to 2 FTE’s.

$95,264.00 - $157,206.40
